You can terminate a process from Task Manager or command line. Keep in mind that during high CPU usage, your best bet is the command line because Task Manager may become unusable. Kill a process, in this case taskmgr.exe:

From Task Manager:

Right-click the process in the Processes tab -> End Process Tree -> Yes

From Command line:

taskkill /F /IM taskmgr.exe
