If you switch FTP server from proftp to pure-ftp or vice-versa in WHM, make sure you open up the passive FTP ports in the FTP server configuration file.
For Proftpd:
1. Edit the file /etc/proftpd.conf and add somewhere on top:
PassivePorts 61001 65535
2. Then restart FTP by running:
service proftpd restart
For Pure-ftp:
1. Edit the file /etc/pure-ftpd.conf
2. Uncomment the line PassivePortRange and add:
PassivePortRange 61001 65535
3. Then restart FTP by running:
service pure-ftpd restart
