To register a DLL please run the below command from Start -> Run option in RDP.

regsvr32 \pathtothelocation dll_filename


For example:

regsvr32 C:\Windows\System32\filename.dll

Make sure to copy the dll file to C:\Windows\System32 directory

To un-register it just use /u option in the command as follows:

regsvr32 /u C:\Windows\System32\filename.dll
